Prof Akiho Shibata is a Professor of International Law and Director of the Polar Cooperation Research Centre (PCRC) at Kobe University in Japan. He was a member of the Japanese delegations to the ATCMs from 2002 to 2008, the last meeting in 2008 being held in Kiev, Ukraine.
